General Meeting Agenda Minutes Special Guest Treasurer Report Old Business New Business Election Nov. 2004 ANIMAL CONTROL A scary event happened this summer in our neighborhood. It was told to me by a resident and I thought I would share it with everyone. This resident had a pet cat killed by two dogs, which had been roaming the neighborhood. The dogs broke through a screened in porch to attack the pet cat, which died a few days later. The pet cat was an indoor cat and probably didn’t even know what a dog was. The dogs were spotted a couple days later chasing another neighbor’s cat. The dogs were followed to their home down the street. Animal control was called and the dog’s owners had to pay all vet bills for the cat. The dog’s owner was given a warning. The scary part is that these dogs could have attacked a small child playing in its yard or on a porch. No pets are allowed to run free in the subdivision. If you see pets running free and know whose pet it is, please notify the owner so he can get the pet. If you do not know the owner, call animal control at 832-0015. Typically, animal control will issue one warning for an animal running loose. A second instance is a fine of $525 per animal. If the animal is considered a nuisance animal (because it was chasing someone, hurt a person or other animal) it will cost another $525 per animal. GUEST SPEAKER We hope the have Sheriff Nash at our November meeting to talk to us about crime in our area and Crime Watch. Come to the meeting and get your questions answered. FLOWERS We want to thank Mrs. Lester who made a donation for fall flowers at the entrance. The board matched her contribution so we could have some colorful fall flowers as you enter Archdale. We have also replaced a palm tree, which had died. We hope the entrance presents a good impression of our community. LITTER I have noticed that folks have been cleaning up their yards and depositing their leaf bags and yard debris in the gutter or in the street. While we highly encourage everyone to keep their property clean and neat, please do not put your bags and debris in the gutter or road. It presents a safety hazard for vehicles and for drainage when it rains. Please put the bags and debris on your lawn next to the curb or gutter. RESIDENT INPUT TO NEWSLETTER We encourage Archdale residents to submit articles to this newsletter that are of common interest to the community, and not an advertisement or solicitation for business. Create a budget you both can live with. Experts suggest 35% for housing – includes mortgage, utilities, insurance, taxes and maintenance. 20% for transportation – includes car payments, insurance, gas and maintenance. 15% for debt – includes all loans and credit cards. 10% for savings – pay yourself first. Retirement is closer than you think. 20% other – includes food clothing childcare and charity. 2. Learn the dos & don’ts about debt. DO break bad debt habits. The average household credit card debt is more than $8,000. (Parade, July 13, 2003) DON’T delay in paying off your credit cards completely. The average American pays more than $1,000 in credit card interest per year. (The Atlanta Journal- Constitution, Jan. 18, 2004) Do communicate honestly about your spending habits to your spouse. Don’t abuse your credit In the fiscal year ending September 30, 2003, 1.66 million bankruptcies were filled. (The Atlanta Journal-Constitution, Jan 18, 2004. 3. Save for a rainy day. Emergencies are inevitable. A good goal to shoot for is 3 months income. According to a recent Money Magazine, April 2004, only 28% of households said they have enough money saved to weather a financial hardship. AVON Fund-raisers Thanks to all those Archdale residents who ordered Avon to help with the Archdale Blvd. lights and water system. We have been successful in raising $331.87 this year by selling AVON. This time we had 41 people order out of 782, with earnings of $210.09. Thank you for helping us to try and reach our goals! To report a Crime - Call 911 To discuss Crime Prevention Call Norman at 767-3584. Sheriff Nash has appointed officer Miller to be the County Crime Watch coordinator. His number is 832-0307. This should reinvigorate the program and enable us to obtain current information about crime in our community. CODE ENFORCEMENT If you see problems in the neighborhood that constitute a nuisance, and cannot work the problem out with the neighbor, you can contact Dorchester County Code enforcement at 832- 0013. Board members are willing to try and help any disputes, which might arise. Officer Greenhill is the officer assigned to our area of the county. If you want to talk to him personally, the best time to call is between 8 am and 10 am. After that time, you can leave a detailed message of the problem on their answering machine. Be sure to leave your telephone number in the event they have some questions and need to contact you. Dorchester County Ordinance Number 89-10 says, “It shall be unlawful for any person to maintain or to permit to be maintained any premises, including vacant lots or land, upon which any condition exits which constitutes a nuisance, health or safety hazard, including, but not limited to, the accumulation of dead trees, uncut grass, weeds, undergrowth, trash, garbage, debris, or any other unsightly or unsanitary condition.” It is also unlawful for any person to abandon any motor vehicle which is exposed to public view, even on private property. A vehicle is determined to have been abandoned if the vehicle fails to display a current license plate within 90 days after its expiration date or which is partially dismantled or wrecked or incapable of selfpropulsion or of being moved in the manner for which it was originally intended and remains in such condition for a period of sixty (60) days or more. The ordinance allows the violator 10 days to correct the problem. After that time, the county can come in, correct the problem, and charge the violator reasonable cost and such cost to be collected by judicial process. Also, after the time given to abate the problem and the problem is not corrected, it shall constitute a violation of the ordinance and violator shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished by a fine not to exceed $200 or imprisonment for not more than 30 days. Each day such violation shall continue shall be deemed a separate offense.
