Well summer is certainly here. The
heat and humidity are producing
thunderstorms daily and giving us
rain to grow our grass. The yards
in the Archdale for the most part are
looking very nice, but there are a
few who need to get out and enjoy
the heat! I have had a couple of
inquires about cleaning the street
gutters. I have talked to the
Dorchester Roads and Drainage
folks and they have indicated that
residents are responsible for
cleaning the gutters directly in front
of their property, since the county
has no street cleaner. Please, if
your gutters are full of debris and
when it rains the water runs out into
the road, clean them out.
Our next Archdale Civic
Association General Meeting
will be held, Thursday, August 26,
at the Ashley River Fire
Department. If only one person
from 10 % of the homes in Archdale
attended the meeting, we would
have over 80 people at the meeting
and we would have to find a larger
meeting space. The meeting will
only take about one hour of your
time. We try to keep you informed
of what is going on in the
community and respond to your
concerns. At the next meeting, we
will discuss roads in the subdivision
that need paving. If you feel your
road needs paving please come to
the meeting and give us your input.
DUES
As I write this newsletter, we still
only have about 43% of the
residents paying dues to the
Association. Please, if you have not
paid yet please get the checkbook
out and write us a check. We could
do so much more to improve the
appearance of the subdivision if
everyone paid $35. We would like
to plant flowers once a quarter, put
in lighting on the boulevard, and put
in a water outlet for the entrance.
We might even be able to hire
someone to clean out the street
gutters. This all helps increase the
value of all the homes in Archdale.
TEACH YOUR CHILDREN
ABOUT FINANCES
Do you know the rule of 72? Most
people don’t. However, this concept is
critical to any long term savings
strategy. Weather you are saving for
college or retirement, knowing and
understanding this concept can mean
all of the difference in the world.
It’s a simple concept that illustrates the
dramatic effect of time and the
compounding of money at given interest
rates. Many people think that if you
could earn10% instead of 5%, you
would have twice the money at
retirement. Not true.
The rule of 72 depicts the fact that you
money will approximately DOUBLE at
a point in time determined by dividing
the number 72 by the interest rate you
are earning. For example: if you are
earning 3% it will take 24 years for your
money to double. At 6% it will take 12
years and at 12% it will take 6 years
and so on.
Given these rates in 48 years, a $2,000
deposit would grow to $4,000 at 3%,
$32,000 at 6%, and $512,000 at 12%.
That is 6 times more money at 12%
than at 3%. Amazing, isn’t it.
Teaching children sound money
concepts is a goal every parent should
have. CitiGroup, a Dow Jones top 30
company, is donating $200 million dollars
over the next ten years to do just that:
teach our children how to manage
finances thru a game on the web. Go
to www.dosomething.org and register
your children for this game on the web.
There are two categories, children
under 14, and those over 14. Teach
them how to manage money and have
fun at the same time.

Robert (Bob) Veitch, an Archdale
resident has taken over as Web Master
for our Web site. He has done a great
job on updating it. This is an on going
project and may take a while to be
completely updated. This website has
an enormous amount of information
available to our residents. The
covenants for the various subdivisions,
Tree ordinance, Maps of Archdale,
Calendar of events, Utilities & Services,
Budget, and other things are included
on this web site. The address is

Advertising
Advertising in the newsletter cost $100
whole page, $50 for a half page, and $25
for smaller ads. We request payment
in advance. There are over 800 homes
in the subdivision. You can send the

Enforcement of Covenants
When the Archdale developers set forth
the restrictions and covenants, they did
not incorporate the Archdale Civic
Association (ACA) as being the
enforcing authority. The ACA was
formed in the early years of the
neighborhood by a group of residents
for the purpose of making Archdale Civic
Association a neighborhood forum for
keeping the residents informed on
community issues and for getting things
done like the maintenance of the
boulevard and common areas and for
organizing the crime watch program,
neighborhood yard sales, etc. We are
therefore not a chartered organization.
To enforce other than Code violations
would require hiring a lawyer and would
be cost prohibited. It would also open
the board members to being sued.
New School
Have you wondered what was going in
the old Prudential Real Estate building?
Well, it is the James Academy of
Excellence. It is the first Charter School
in Dorchester County and falls under
Dorchester II School District. It is a
public school and there is no tuition.
According to their literature, it is
designed to provide high quality
education to children who are at risk of
not fulfilling their highest potential in a
traditional education setting. They
indicated that full enrollment would be
300 students and 20 staff.
As of July 26, they had about 160
enrolled. Their hours will be from 8 am
to 4 pm. Since they are a charter
school, they can accept 20% of their
enrollment from outside the district. The
school will open in August. I believe
that Dr. Diane Pyatt is in charge.

There will no bus service to this school.
However, that means that potentially 320
vehicles could be showing up at the
entrance to Archdale from 7:30 am to 8
am and 4 to 4:30 pm every weekday.
Plan accordingly!
AVON Fund-raiser
Our last fund-raiser was done in
February and we were able to raise
$121.78. Thanks to all those Archdale
residents who ordered Avon to help with
the Archdale Blvd. lights and water
system:
We will be passing the books out on
everyone’s door in the next 2 weeks with
a note on it that you will be supporting
the Archdale Fund-raiser-please order
and be sure to give your order to Shelly
Richardson (345-3665) so that it goes
toward the Archdale Fund-raiser. Thank
you for helping us to reach our goals!
Common Areas
There has been some concern in what
can be done with the Common Areas in
Archdale. First, the Association owns
and controls the common areas.
According to the Covenants, the
Common Areas are to be devoted to and
intended for the common use and
enjoyment of the Property Owners, their
tenants, guests and invitees. We have
a contract with “Lawns By Design” to
mow these areas. Below is an excerpt
from Section 1 (d) of the Brookshire
Covenants:
“Common Properties” shall mean refer
to those areas of land with any
improvements thereon which are owned
and designated by the Owner as
“Common Properties” or which are
deeded or leased to the Association and
designated in said deed as “Common
Properties”.
All Common Properties are to be
devoted to and intended for the
common use and enjoyment of the
Property Owners, their tenants,
guests and invitees, at uniform fees,
charges, and assessments
established herein as may be
modified from time to time by the
Association.
The designation and dedication of land
or improvements as Common Properties
shall not mean or imply that the public
at large or Property Owners, or their
tenants, guests and invitees acquire an
easement of use or enjoyment therein
except at such fees, and under such
rules and regulations for operation as
may be established from time to time
by the Owner or the Association.”

TREE ORDINANCE
If you are planning to remove a tree from your property, you would be wise to check the Dorchester County Tree Ordinance. A
copy is located on our website. Once you open the site, look on the left hand side where there is a list under ACA Information.
Towards the bottom of the list is “Tree Ordinance”. Click on it and the whole ordinance “Dorchester County Zoning and
Development Standards Ordinance 90-19” is shown. A grand tree is any tree (except pine trees) that is 24 inches in diameter
at breast height.
I suggest you read the whole thing. It is about two pages. Below I have copied just a portion that tells you where and what you
need to get the permit:
• A. All persons desiring to remove any protected trees shall first apply for a tree removal permit from the County Zoning
Administrator located in the Summerville County Services Building, located at 500 North Main Street, Suite #3,
Summerville, SC 29483. The phone # is (843) 832-0020.
Application may be made in person, or by mall.
• B. All requests to remove a Grand Tree from a property shall be initiated by the property owner or his agent. A Tree
Permit application must be filled out and presented to the Zoning Administrator or his designee. A Tree Permit
application shall be developed by the Zoning Administrator and require, as a minimum, the following information:
1) Name and mailing address and phone number of the property owner and his designated agent.
2) A (I0) digit Tax Map Number (TIV!S#), assigned to that property.
3) Identification of the property where the Grand trees are to be removed.
4) The name and address of the proposed contractor. Contractor must have a current business license from Dorchester
County.
5) A sketch of the lot (plat plan) showing the layout and the exact location of the Grand Trees to be removed.
• C. The Grand Trees to be removed will be physically marked with brightly colored Engineer Tape, or other means
devised by the owner. The property must first be inspected by the County Zoning Administrator, or his designee,
before approval can be granted. The tape on those trees approved for cutting will be left in place. The engineer tape
on those trees to be preserved (not approved for cutting) will be removed by the inspector. Following inspection by
the County inspector, the permit will be granted for full approval, limited approval, or disapproved.
I am told that generally a waiver will be granted for a Grand Tree to be removed if it can be shown that it is a safety hazard or
if it is affecting the house structure.
